In an online game like this, I think that coteries are created on a whim. Sometimes you find a group of people who are online at the same time as you are, with whom you play well together. After a time, you begin to play together more often, and create little stories form casual interactions. At some point, those people might become ambitious and attempt to do something more. Throughout this, the people become friendly, and thus form a coterie.
For example: It's not unlikely in a Camarilla game that a group of people who play together often begin to see that they all know everyone in the city in some way or another. With that knowledge, they share information about those people, and then spread information as they see fit. In the end, you have your Harpies. Once a PC evolves to become a Prince, this coterie is someone he wants on his side, so he caters to them in some way. With their help, his bid for Prince is supported by everyone in some way.
